The PDES, Inc. Executive Board established the Brad Rigdon Technical Management Award in June 1996, in honor of Brad Rigdon, President and Chairman of the PDES, Inc. Executive Board for eight years. Mr. Rigdon, who retired from GM/EDS, brought outstanding leadership to the PDES, Inc. Consortium and was instrumental in STEP growing from the early development phase to its emergence into production operations. This award is presented once a year to PDES, Inc. personnel who demonstrate excellent technical management skills within the PDES, Inc. Program. This award was established to recognize those individuals who stand out above the rest. 

PDES, Inc. is pleased to present the 2003 Brad Rigdon Technical Management Award to Simon Frechette.  His management of the completion of one of PDES, Inc.'s key deliverables, AP203 Edition 2, is a significant and noteworthy accomplishment. He managed a diverse team from various companies and countries, and overcame many hurdles including technical, cost, schedule, resource, and political issues.

As Modules/Web Team Leader, he also managed the development and enhancements to the Modules Repository. This new way of publishing standards will benefit all members of the SC4 community. Likewise, his participation in the recent study sponsored by NIST on savings from the use of STEP and his development and delivery of presentations regarding the study will help in our marketing efforts of STEP.

Mr. Frechette's technical management contributions, leadership, problem-solving talents, and dedication to success clearly make him a deserving winner of the Brad Rigdon Technical Management Award.
